How did the women of Victorian England go about getting dresses?

I'm fatiguing to write a scene in my book where a few victorian women are getting dresses, what i need support with is how they would get there dresses.
My large great grandmother was a dressmaker in the UK in the 1890s. She worked from home ground. Her client`s brought the fabric and she made up the dresses for them. I think she had basic designs and bits (web, buttons, etc) were added on as the client requested.
